Why not just use a spreadsheet?
You can, and for a selection with two vendors and a dozen requirements you probably should: the sheets on this site are free and will do the arithmetic without an account. What a spreadsheet does badly is being the record when four departments each own requirements, when scores arrive over three months, and when somebody asks in week ten why a vendor was dropped.
A spreadsheet is a legitimate answer and we would rather say so than pretend otherwise. The sheets here are free precisely because the arithmetic is not the part worth charging for.
