Which vendor wins once the requirements are weighted
On the worked example both vendors score 7.67 unweighted, an exact tie. Weighted 45/35/20 they come out 7.50 and 7.45, and vendor A wins by 0.05. That is not a rounding artefact, it is the whole point: the weights are doing the deciding, so they deserve more attention than the scores.

What the must-haves nobody meets will actually cost
24 must-haves with 20 met is 83% coverage and four gaps. At 40 hours a year of workaround each, those four gaps cost 160 hours, which is 4.3 working weeks a year, every year. That figure belongs next to the license fee in the comparison, and it almost never is.
