Which vendor wins once the requirements are weighted
On the worked example both vendors score 7.67 unweighted, an exact tie. Weighted 45/35/20 they come out 7.50 and 7.45, and vendor A wins by 0.05. That is not a rounding artefact, it is the whole point: the weights are doing the deciding, so they deserve more attention than the scores.
